Islam is free from Irhaab

Shaykh Saalih al-Fawzaan, stated in an article in the newspaper, “ar-Riyaadh” dated 21/3/1424H, corresponding to 22nd May 2003:

… and Islam is not to be blamed for their action [that of the terrorists] as is said by the enemies of Islam – amongst the non-Muslms and hypocrites [that] “the religion of Islam is a religion of terrorism.” And they argue by way of the actions of these criminals. Indeed, these actions of theirs are not from Islam, and Islam does not affirm them, nor does any religion.
It is rather a foreign ideology and the Prophet (sallallaahu alayhi wa sallam) has encouraged the killing of its proponents, he said, “Wherever you come across them, then kill them.”
And he promised a great reward for whoever killed them. And the one [who is to] fight them is the leader in charge of the affair of the Muslims, just as the Companions fought them [the khawarij, the Revolters] under the leadership of the Chief of the Believers, Ali bin Abi Talib (may Allah be pleased with him).
Some of the hypocrites and ignoramuses claim that the Muslim schools taught them this ideology, and that the teaching methodologies (curriculums) comprise such a deviated ideology, and they request change in the methodologies of teaching.
We say (in response): Indeed, the proponents of this ideology (of terrorism) did not graduate from the Muslim schools, nor did they take knowledge from the Muslim scholars because they (themselves) declare as unlawful studying in these schools, institutes and faculties. And they belittle the Muslim scholars, declaring them to be ignorant, and describe them as “paid workers of the sultans.” Rather, they learn from the ideologues of the deviant ideology, and the youthful in age, foolish-minded who are like them – just as their predecessors (upon this deviant ideology) declared the scholars amongst the Companions to be ignorant and declared them as disbelievers.

هذا وإن الإرهاب يُعَرّض مصالح الأمة لأعظم الأخطار، ومن زعم أنه من الجهاد فهو جاهل ضال؛ فليس من الجهاد في سبيل الله في شيء، والإسلام بريء من هذا الفكر الضال المنحرف بما جره على بعض البلدان من سفك للدماء وتفجير للمساكن والمركبات والمرافق العامة والخاصة، وهو محض إفساد وإجرام تأباه الشريعة والفطرة كما في عموم قوله تعالى: {وَمِنَ النَّاسِ مَن يُعْجِبُكَ قَوْلُهُ فِي الْحَيَاةِ الدُّنْيَا وَيُشْهِدُ اللهَ عَلَى مَا فِي قَلْبِهِ وَهُوَ أَلَدُّ الْخِصَامِ (204) وَإِذَا تَوَلَّى سَعَى فِي الْأَرْضِ لِيُفْسِدَ فِيهَا وَيُهْلِكَ الْحَرْثَ وَالنَّسْلَ وَاللَّهُ لَا يُحِبُّ الْفَسَادَ (205)، وَإِذَا قِيلَ لَهُ اتَّقِ اللَّهَ أَخَذَتْهُ الْعِزَّةُ بِالْإِثْمِ فَحَسْبُهُ جَهَنَّمُ وَلَبِئْسَ الْمِهَادُ} [البقرة: 204 – 206].
وبالنظر إلى أعمال الإرهاب، الصادرة عن بعض الجماعات مثل: "داعش" و"القاعدة"، وما يسمى بـ"عصائب أهل الحق" و"حزب الله" و"الحوثيين"، أو جرائم الإرهاب التي يمارسها الاحتلال الإسرائيلي، أو الأعمال المجرمة التي تمارسها بعض الفرق والجماعات المنتسبة إلى الإسلام؛ فكلها محرمة ومجرمة؛ لما فيها من هتك للحرمات المعلومة بالضرورة: هتك لحرمة النفس المعصومة، وهتك لحرمة الأموال، وهتك لحرمات الأمن والاستقرار وحياة الناس الآمنين المطمئنين في مساكنهم ومعايشهم، وهتك للمصالح العامة التي لا غنى للناس في حياتهم عنها. وما أبشع وأعظم جريمة من تجرّأ على حرمات الله وظُلم عباده، وأخاف المسلمين والمقيمين بينهم؛ فويل له من عذاب الله ونقمته، ومن دعوة تحيط به، نسأل الله أن يكشف ستره وأن يفضح أمره.
وعلى ضوء ما حُرّر أعلاه؛ فإن هيئة كبار العلماء تقرر الآتي:
أولاً: أن الإرهاب الموصف أعلاه، جريمة نكراء وظلم وعدوان تأباه الشريعة والفطرة بصوره وأشكاله كافة، ومرتكبه مستحق للعقوبات الزاجرة الرادعة؛ عملاً بنصوص الشريعة الإسلامية، ومقتضيات حفظ سلطانها، وتحريم الخروج على ولي الأمر. يقول النبي صلى الله عليه وسلم: "مَن خرج عن الطاعة وفارق الجماعة فمات، مات ميتة جاهلية، ومن قاتل تحت راية عُمّيَّة يغضب لعصبة، أو يدعو إلى عصبة، أو ينصر عصبة، فقُتل فقِتلة جاهلية، ومن خرج على أمتي يضرب برها وفاجرها ولا يتحاش من مؤمنها، ولا يفي لذي عهد عهده فليس مني ولست منه" أخرجه مسلم.

Allaah, the Most High, said:

‘And do not kill those souls whom Allaah has prohibited except with a due right.’

And those souls that Allaah has prohibited, it is referring to the life of a Muslim. And it is referring to everyone who has an agreement with the Muslims, and likewise those non- Muslims who have been given right of safety by the Muslims.
The Messenger of Allaah said, in an authentic hadeeth reported by imam al-Bukhari,

‘Whoever kills a non-Muslim who has an agreement with the Muslims then he will not smell the fragrance of Paradise.’

And this is a severe threat. That the messenger of Allaah, Muhammad, threatened those people and he promised them; he promised those who kill non-Muslims, after an agreement has reached between them, that they will not enter Paradise on the Day of Judgement. And by this hadeeth we surely understand and get to know, we obtain with certainty, that these bombings, if it is committed by a Muslim, they have oppose the book of Allaah. And they have opposed the Sunnah of the messenger.

For it (the assembly) indeed announces to the world that: Islaam is free of this mistaken belief, likewise that which occurs in some countries by way of the shedding of innocent blood and the bombing of residences and means of transportation and facilities both public and private as well as destroying the installations – then it is a criminal act. Islaam is free of it; and likewise every Muslim who believes in Allaah and the Last Day is free of it.

It is instead the conduct of someone with an astray ideology and a misguided belief; and he will bear its wrongdoing and its crime. So his actions should not be ascribed to Islaam; nor to the Muslims who are guided with the guidance of Islaam, those that safeguard themselves with the Book and the Sunnah, those who hold on to the firm Rope of Allaah. Rather it is an outright corruption and a criminality which the Legislation and natural disposition disapprove of.
