First begin with reciting the Book of Allaah (the Quran) and mastering the rulings of Tajweed. For this (i.e. for the rules of Tajweed) the book "Tuhfatul-Atfaal" (تُحفة الأطفال ) is sufficient for the beginner.
Then he memorises the Book of Allaah, and if he can't do this then he memorises what he's able to, and he does this with a reciter (who listens to his recitation and corrects him where needed, etc).
Then understanding the Quran by reading summarized tafseer books like Tafseer as-Sa'dee (تفسير السعدي ).
Then books of 'Aqeedah: reading & memorizing al-Qawaa'id al-Arba' (القواعِد الأربع ) of Shaykhul-Islaam Mohammed bin AbdilWahhaab, then al-Usool ath-Thalaathah (الأصول الثلاثة ), then Kitaab at-Tawheed (كتاب التوحيد ), then Kashf as-Shubuhaat (كشف الشُبُهات ), then al-'Aqeedah al-Waasitiyyah (العقيدة الواسطيّة ), then Talkhees al-Hamawiyyah (تلخيص الحمويّة ), then al-Hamawiyyah al-Kubraa (الحموية الكبرى ), then he reads what he wants from the Sharh (explanation) of at-Tahaawiyyah (الطحاوية ) and the books of 'Aqeedah. But he should first start with the books we mentioned: al-Qawaa'id al-Arba', al-Usool ath-Thalaathah, Kitaab at-Tawheed, Kashf ash-Shubuhaat, and then he reads al-'Aqeedah al-Waasitiyyah regarding the Names & Attributes of Allaah... And then he can read the extensive books (of 'Aqeedah).
