Advice of Imam Ibn Baaz for the Muslim Minorities - excerpt

وإن لم يتمكن المسلم في تلك البلاد من الدعوة فعليه أن يلتزم بدينه وأن يتخلق بالأخلاق والآداب الإسلامية؛ لأنها دعوة بالفعل، ولأنها محببة لذوي العقول الصحيحة، فيتأثر الناس غالباً بهذه الصفات الحميدة، ولقد دخل الإسلام إلى بعض جنوب شرق آسيا بأخلاق التجار من الأمانة والصدق في المعاملة.

ومتى عجز المسلم عن إظهار دينه في بلد إقامته بحيث لا يأمن على دينه وعرضه وماله، فإنه يجب عليه الهجرة إلى بلاد آمنة يستطيع فيها أن يؤدي شعائر دينه بأمن وراحة بال إذا استطاع ذلك؛ عملاً بالآيات والأحاديث الواردة في ذلك.

If muslims are not able to reveal their Din in their country of residence where they feel vulnerable in their religious commitment, their honor, or their property, it is obligatory on them to undertake Hijrah (a believer’s migration to an Islamic land) to safe countries where they can perform the rites of their Din peacefully and safely if they are able, in accordance with the Ayahs and Hadith related in regard to this issue.

سئل العلامة ابن باز:
الأقليات المسلمة تعيش في دار الكفر ، فهل يتعين عليها انتخاب أمير لها ورئيس لجماعتها أو يعيشوا تحت ظلال الكفر ومن يبايعون ؟ 
الجواب : 
( عليهم أن يجتمعوا على ترئيس من يرون فيه الصلاح وتأميره عليهم إذا أمكنهم ذلك ، إذا استطاعوا هذا ، هذا من أهم المهمات ؛ حتى يسعى لمصالحهم ، حتى يعينهم على ما ينفعهم بالطريقة التي لا تضرهم ، ولا تسلط الدولة عليهم ، بطريقة لا تأباها الدولة ، ولا تسبب مشاكل عليهم ؛ فيؤمروا عليهم من يرون أنه خير منهم أو يرون أنه أنفع ، أو أن في تأميره المصلحة العامة باسم رئيس الجمعية ، أو رئيس الجماعة في البلد ، ، ويسمونه بالأسماء التي لا تضرهم ، ولا تجعل للدولة سلطانا عليهم ، فيسمونه بالاسم المناسب الذي معناه : أنهم يرجعون إليه ، وأنهم يتعاونون معه على البرّ والتقوى ، وأنه يسعى لهم في الخير ، على طريقة لا تضرّ مجتمعهم ، ولا تضرّ إخوانهم ، ولا تجعل للدولة سلطانا عليهم بالأذى )اهـ.

Sheikh ‘Abdul ‘Azeez bin Baaz رمحهاهللا he also mentioned while addressing the situation of the Muslims in non-Muslim countries: From that which is important to inform, as it relates to the Muslim minorities in the non-Muslim countries, from the greatest of affairs related to them is that they strictly adhere to the religion of Allah. They should seek knowledge of the religion and adhere to it in all situations and circumstances; whether at times of ease or times of difficulty, while having good health, or sickness, while travelling or not, in all situations and circumstances. This is the obligation upon every Muslim male and female wherever they reside. It is upon them to abide by the religion of Allah and to be patient in doing so. They should hold fast to the religion with their molar teeth, especially during present times; times which are strange, Islam is strange and the enemies are several in number while those who support and defend the Islam are few in number. Thus it is incumbent upon every Muslim, and specifically the Muslim minority residing in non-Muslim countries, to adhere to the religion of Allah and to seek knowledge related to this religion so that they can act upon knowledge, and so that they can perform the obligations that Allah has legislated for them to follow, and so that they can 16 abstain from that which Allah has forbade, and they do this upon knowledge and understanding.
